The Maine Compact for Higher Education is a partnership effort between
Maine Development Foundation (MDF) and Maine Community Foundation (MCF).
The Compact is financed by private funds, secured by MCF, with staff and
consultant support delivered by MDF.

Maine Community
Foundation
The Maine Community Foundation (MCF) is a statewide nonprofit
foundation with a mission to strengthen Maine by working in partnership with
donors and community groups. In 2003 the foundation made more than
2,500 grants totaling $9.2 million, including $691,000 in scholarship
awards to 800+ students pursuing higher education.

Maine Development Foundation
The Maine Development Foundation (MDF) is the oldest and one of the
most successful statewide public-private partnerships in the nation.
Created by the Governor and Legislature in 1978 as a private,
non-profit corporation, MDF has a broad mandate to promote Maine's economy.
The Foundation is financed primarily with private resources and its
mission is to drive sustainable, long-term economic growth for Maine by
stimulating new ideas, developing leaders, and providing common ground
for solving problems and advancing issues.

Libra Foundation
The Libra Foundation is a responsive, dynamic and well-endowed private
philanthropic foundation, which has approximately $300 million in
assets. Since its creation by Elizabeth Noyce in 1989, the Foundation
has made significant contributions to worthy causes throughout the
State of Maine.
In the education arena, the Foundation operates family literacy
programs, has sent thousands of children to summer camps and has
supported numerous education and non-profit organizations. Despite an
average grant amount of $25,000 or less, the Libra Foundation has
contributed millions of dollars, in total, to Maine-based higher
education institutions.

Maine Educational Loan
Authority (MELA)
The Maine Educational Loan Authority (MELA) is a quasi-governmental
agency that was created and established by Maine legislation in 1988. MELA's
mission is to assist Maine
students and their families in achieving their higher education goals
by providing an alternative student loan program. MELA's student loan
programs, The Maine Loan¨ and The Maine Medical Loansm, exist to bridge
the gap between the full cost of higher education and traditional
financial aid resources. Since 1988, over $100.2 million in loans has
been disbursed and over 14,200 students have benefited from the
availability of MELA loans.

MELMAC
Education Foundation
Created in 2001, the MELMAC Education Foundation is committed to
supporting high quality initiatives that increase educational
opportunities for Maine
people. The Foundation believes that Maine
people and the State of Maine
will thrive in the new economy with the appropriate education, skills
and training at all levels. To this end, the Foundation has already
awarded over $500,000 in grants and scholarships with the strategic
focus of increasing access to and attainment of higher education for Maine residents.
The MELMAC Education Foundation's portfolio is currently valued at
approximately $28 million, making it the largest non-college affiliated
education foundation in Maine.

Sen. George J.
Mitchell Scholarship Research Institute
The Mitchell Institute strives to give Maine
youth a fair chance to reach as far and as high as their individual
talents and willingness allow by making an annual scholarship award to
a graduating senior from each of Maine's
public high schools. In addition to scholarships and support
activities, the Mitchell Institute conducts research on the barriers
that prevent Maine
youth from setting and achieving higher education goals.
Through a generous grant from the Bill and Melinda Gates Foundation,
the Mitchell Institute is home to the newly formed Promising Futures
Program. As a high school improvement initiative, the Promising Futures
Program shares a common vision for increasing access to higher
education and a passion for equity of opportunity for all Maine youth,
wherever they may live.

TD Banknorth, through the TD Banknorth Charitable
Foundation
TD Banknorth, through its charitable giving
arm, the TD Banknorth Charitable Foundation, founded in 2002, endeavors
to be a responsible corporate citizen in all the local communities
where they live and do business. This legacy is grounded in a simple
premise: that serving the individuals, families and businesses where they
do business requires their involvement in the community as an active
and exemplary corporate citizen. TD Banknorth realizes the importance
of developing successful relationships with non-profit and public
institutions and works hard at creating lasting and meaningful ties
with them. Their efforts are not limited to the financial contributions
made through the TD Banknorth Charitable Foundation, but also includes

· Youth Development - This includes the
support of initiatives designed to help young people, particularly
those at risk, the advocacy of partnerships amongst youth, parents and
community agencies, and the commitment to early development programs
which prepare young people with practical life skills.
· Community Support - This includes the
support of programs and organizations which have proven records of arts
and cultural enrichment programs, the development and expansion of
programs which foster civic enhancement and address issues related to
cultural diversity, and a commitment to programs that promote
improvements to community health and human services efforts.
